The Industrial Television Committee (ITC) uniting speakers, reported about submission of the claim in district administrative court of Kiev with the requirement to cancel the decision of the National Council which has increased a quota, writes Kommersant - Ukraine

The largest TV channels demand to cancel the decision of the National Council on increase in a quota of a broadcasting in Ukrainian, is spoken in the yesterday's message of committee. The executive director of ITK Ekaterina Kotenko specified that the claim was submitted on June 10, and the first hearing on this case will take place on July 1.
We will remind, on March 26 the National Council increased a quota of an Ukrainian-language broadcasting of TV channels with established in the law On television and broadcasting of the minimum 75% to 80% since September 1, 2009 and 85% - since 2010. In ITK consider that the National Council exceeded the powers as according to the legislation the quota is established by the Verkhovna Rada. Thus, since September 1, 2009 expenses of TV channels on creation of an Ukrainian-language content have to increase.
According to ITK, the National Council exceeded the powers - the parliament has to establish a quota. But as formally the decision of the National Council had advisory nature, chances of TV companies of a victory in court are insignificant, lawyers note.
